Bug with brightness controller

The functionality : When mobile battery goes below 5% brightness controller is disabled and brightness is dimmed to save power.

Bug : While playing video you can increase brightness even when battery is less than 5%.
Even when we kill video player app increased brightness is retained.

What correct implementation should be (it's just what my little brain thinks)

Either
1. Brightness control should be disabled systemwide when battery goes below 5%
No app should increase it.

OR

2. If we want to keep this option intact of alowing apps to control brightness in low battery, i.e., if video player can increase complete brightness, it should fall back to dim after video playback is done.

Good catch Vikram.. I think option2 is more appropriate.
