[Normal Behaviour] Network Signal on NO SIM

Device is showing network signal as full and even fluctuates even though SIM is not inserted. Please look into the issue.

All mobiles camp on for emergency calls and show signal strength. It is mandatory to allow emergency calls without SIM as per specifications.

Signal strength of Emergency network can also fluctuate and this is normal behavior of the device.

Same behavior can be observed in android devices as well.
